PERANAN KEPALA DESA DALAM PEMBERDAYAAN MASYARAKAT DI DESA CINDAI ALUS KECAMATAN MARTAPURA KABUPATEN BANJAR

Abstrak

This study aims to determine how the role of the Village Head in community empowerment in Cindai Alus 
Village, Martapura District, Banjar Regency. This research method is descriptive qualitative research. Qualitative
descriptive research is research conducted based on data sources. The primary data used are interviews and
secondary data through observation and documents. The results of this study indicate that 1) the role of the Village
Head is carried out in various stages starting from the planning, implementation and supervision of community
empowerment. 2) the role of the Village Head in empowerment in general has provided many changes and
developments. 3) The Village Head plays an active role in planning and implementation, but in supervision the Village
Head is not so directly involved and only delegates it to the Village Apparatus and the community, even though the
role of the Village Head in supervising empowerment activities is very much needed to adjust the planning and
implementation of empowerment programs in the Village. . While the factors that influence the role of the village head
in community empowerment consist of two, namely: 1) supporting factors consisting of: a) the authority of the village
head; b) power; c) heredity. 2) inhibiting factors, the inhibiting factors consist of: a) the plurality of the population
and the level of education; b) community participation; c) inadequate facilities and equipment. The village head must
be more active in involving the community in empowerment programs so that the goals of empowerment can be
realized
