Abstrak

Learning is a process of interaction between students and teachers in changing student behavior. Learning
Pancasila and Citizenship Education has a role in improving students' knowledge, skills and social attitudes. Based on
the 2013 Civics curriculum, learning must be effective. In fact, based on preliminary studies, it has not been fully
effective. This is because: 1) Students do not fully understand and can apply what they have learned. 2) Students are
not aware and pay attention to tolerance. Therefore, in the context of writing this thesis, researchers examine it. The
method used is descriptive method, with data collection techniques using questionnaires, interviews and observations.
The research location is SMA Negeri 1 Palangka Raya. The population consisted of 624 students of class X and class
XI and one teacher of Civics. The student sample was drawn randomly, as many as 93 students (15% of the
population) and the teacher sample was drawn as a whole (total sample). Based on the data, learning and discussion,
the authors draw conclusions: 1) The effectiveness of Pancasila and Citizenship Education Learning in fostering social
attitudes can be seen in the daily activities of students in the school environment and in the classroom.
